Understanding CLB Levels

The Canadian Language Benchmarks (CLB) framework describes English proficiency in 12 stages across four skills: speaking, listening, reading, and writing. Immigration programs and settlement services use CLB levels to determine eligibility for funded language training.

Newcomers entering LINC (Language Instruction for Newcomers to Canada) courses are assessed through a placement test administered by a designated agency in each province.

  • CLB 1–4: Basic — survival communication
  • CLB 5–8: Intermediate — everyday and workplace tasks
  • CLB 9–12: Advanced — professional and academic contexts

Government-Supported ESL Training

IRCC funds language training for eligible permanent residents and protected persons. Programs are delivered by school boards, colleges, and community organizations across Canada.

  • LINC — federally funded, free for eligible newcomers
  • CLIC (Cours de langue pour les immigrants au Canada) — French equivalent
  • Provincial programs in BC, Alberta, Ontario, and Quebec operate alongside federal streams
  • Online delivery available through organizations such as Bow Valley College
